Singapore Collaborates with Online Firms to Mitigate Economic Impact of Digital Threats

In a move to bolster online safety and offer quicker support to victims of digital harms, the Singapore Government is enhancing its collaboration with online platforms to expedite responses to harmful content. This initiative is part of the Online Safety (Relief and Accountability) Act (OSRAA), which mandates varying response times based on the severity of the online harm.

Law Minister Edwin Tong announced on September 23 that the government aims to shorten response times, which currently range from six to 48 hours, as platforms grow more accustomed to the existing framework. Immediate action is required within six hours for cases involving intimate images or videos shared without consent and specific instances of child abuse material. Other issues, such as online harassment and stalking, must be addressed within 48 hours.

The framework applies to major platforms like YouTube, Facebook, Instagram, and TikTok, among others. To streamline the process for victims, the government plans to simplify the reporting of online harms. This could involve integrating notification forms directly into platforms and minimizing the information victims need to provide. Additional support may come from designated reporting channels, such as specific email addresses, to ease the reporting burden.

Furthermore, the government is exploring solutions for situations where harmful content persists despite the original post being removed. The complexities of cross-border cases, where perpetrators or platforms are located overseas, are also under review. These efforts highlight Singapore’s commitment to ensuring a safer digital environment for its citizens.

Since its inception in June, Singapore’s Online Safety Commission has received over 500 reports of online harms. The commission plays a critical role in assisting victims by facilitating content removal and imposing restrictions on offending accounts under the legal framework. This proactive approach underscores the importance placed on reducing the impact of online harms as swiftly as possible.
