Singapore and Timor-Leste are set to deepen their bilateral ties following the signing of a new cooperation framework aimed at broadening collaboration across various sectors such as economic development, healthcare, education, and regional affairs. This significant agreement was witnessed by Singapore’s Deputy Prime Minister Lawrence Wong and Timor-Leste’s Prime Minister Xanana Gusmão during Wong’s official visit to Dili, marking the first such visit by a Singaporean prime minister.
The newly signed framework underscores the commitment of both nations to conduct regular consultations between their foreign ministries. These discussions are expected to cover a wide range of topics, including bilateral, regional, and international issues, thereby fostering a more robust diplomatic relationship. Economically, Singapore has reaffirmed its role as a major investor in Timor-Leste, with its companies actively exploring opportunities in promising sectors like renewable energy and wholesale trade. Wong also highlighted plans to allow Timorese workers to seek employment in specific sectors in Singapore, such as construction and marine shipyards, beginning in 2027. This move is anticipated to enhance workforce opportunities and strengthen interpersonal connections between the two countries.
In the realms of healthcare and education, the two nations are poised to significantly enhance cooperation. Singapore’s National University Hospital is expected to collaborate with Timor-Leste’s Ministry of Health to focus on workforce development and healthcare training. Additionally, Singapore will contribute to leadership training programs designed to elevate the skills of educators in Timor-Leste, fostering educational growth and development.
Moreover, Singapore has pledged to support Timor-Leste’s integration into the Association of Southeast Asian Nations (ASEAN) through expanded training programs and assistance as the country prepares for its anticipated ASEAN chairmanship in 2029. This support is part of Singapore’s ongoing dedication to aiding Timor-Leste in its regional aspirations and development goals.
The visit was also marked by a significant honor, as President José Ramos-Horta awarded Deputy Prime Minister Wong the Order of Timor-Leste (Grand Collar). This prestigious recognition was given in acknowledgment of Singapore’s longstanding support for Timor-Leste’s development and its efforts to assist the nation on its path to becoming a full ASEAN member.
